Finland’s Social Insurance Institute Kela subsidises the cost of daily trips to school of upper secondary level students, if the distance to school and the cost of travel exceed the limits stipulated by law. For more information on the school trip subsidies and the associated legal provisions, consult the Kela website and the Finnish legislative databank FINLEX.
Applying for the school trip subsidy
Applications for the school trip subsidy are available from all of Finland’s institutes
of education, Kela offices and the Kela website. The completed school trip subsidy application is
then submitted to the school in question, which checks the information and issues the student a
purchase voucher. The voucher indicates the number of purchases allowed and last date of purchase.
Purchasing a School Trip Ticket
Upon presentation of the purchase voucher, a student can buy a Subsidised School Trip Ticket.
The purchase voucher will be retained by Matkahuolto. The student pays only €43 of the total
cost of the ticket, with the Kela subsidy covering the difference between the student’s
payment and the real cost of the ticket.
Should the student’s school trip change, a new school trip subsidy application and
purchase voucher must be acquired.
The Subsidised School Trip Ticket is loaded onto a Matkahuolto School Trip Travel Card for
convenient travel use. The School Trip Travel Card and Subsidised School Trip Ticket are for
personal use only. The number of authorized purchases specified on the Subsidised School Trip
Travel Card may only be used during the term for which the subsidy is granted.
Subsidised School Trip Tickets available
Student can purchase either a 44-trip Annual Student Ticket or, in areas where regional
tickets are available, a Regional Student Ticket. If the school trip includes transfers, the
student will always be sold a Regional Student Ticket in areas where regional tickets are used.
The 44-trip Annual Student Ticket is valid for the number of school trips indicated on the purchase voucher and during the time period the Kela subsidy has been granted for.
The Regional Student Ticket allows unlimited travel within the named region and is valid for 30 days at a time during the time period the Kela subsidy has been granted for.

Annual Student Tickets and Regional Students Tickets can be purchased at all Matkahuolto

the Annual Student Ticket and Regional Student Tickets at R-kiosks throughout Finland and onboard
the buses.
Refund and alteration terms and conditions for Subsidised Student Trip Tickets
If desired, students can alter their Subsidised School Trip Ticket at any time. No refund
shall be offered for any trips or valid travel days that may remain on the ticket when the ticket
is changed. All refunds are subject to
a service charge.
Matkahuolto will only refund the cost of Subsidised School Trip Tickets that have been
completely unused.
